You seem to be a bit confused about cement / concrete.
Papercrete is a mix of (waste) paper, water and cement.
Concrete is a mix of sand, gravel, small stones, water and cement.

Cement, often called Portland cement is a fine powder that acts as a binding agent (glue)between the sand, gravel and small stones.

Cement begins it&#039;s life as a mountain made of portland stone, it is then blasted, quarried, crushed into powder and then burnt in ovens. A filthy, disruptive, energy consuming process.</description>
